US coach Klinsmann gets another shot at Italy

GENOA, Italy - Jurgen Klinsmann still has bad memories of playing Italy.

The U.S. coach lost to eventual champion Italy in the semifinals of the 2006 World Cup when he was coach of Germany, and the former Inter Milan striker knows the Americans will have their hands full against the Italians in an exhibition game Wednesday.

"It's true that I've never won against Italy," Klinsmann said. "I've lost in both matches as coach and that makes you understand that to beat the Azzurri you need to give more than 100 percent.

"I remember the World Cup semifinal. Losing that game was really hard to get over. We were playing at home dreaming of winning the World Cup," Klinsmann added. "To beat Italy you need to score first or else they'll kill you, you can't stay calm against them."

The U.S. is on a three-match winning streak, and this is the first time Klinsmann will be able to call on his top players since November's 3-2 victory over Slovenia. The Americans defeated Venezuela and Panama while playing with a backup squad.

Klinsmann is not interested in easy victories ahead of his team's opening qualifier against Antigua and Barbuda. Instead, he wants games that will provide a more realistic picture of the squad. After Italy, the Americans host Scotland and Brazil in May.

"For me every game is a new adventure," Klinsmann said. "The Americans are proud to be playing against a national side such as Italy. We want to always show everyone that we know our worth on the pitch and they shouldn't underestimate us."

The U.S., however, will be without Landon Donovan for the game in Genoa. He withdrew Sunday because he is ill and will miss the chance to play with Clint Dempsey for the first time since Klinsmann was hired as coach last year. Also out is Jermaine Jones with a strained right calf.

The two have been replaced by Sasha Kljestan and Brek Shea.

Italy also has personnel problems, especially up front where it is missing injured forwards Giuseppe Rossi and Antonio Cassano. Also, Manchester City striker Mario Balotelli has been left of the squad because of his fiery temper and unpredictability.

However, with Antonio Di Natale ? who scored his 18th league goal of the season Sunday for Udinese ? around, Klinsmann knows the Italians still have plenty of firepower.

"I really like Cesare Prandelli's Italy side," Klinsmann said. "Watching the last few games, I've really liked the attack, where there are amazing players and they press really well."

Roma striker Pablo Osvaldo has also fallen out with Prandelli and he was left out the squad after being sent off for violent conduct in the 4-1 loss at Atalanta ? something the Italy coach says led him to call up to Osvaldo's teammate, Fabio Borini, for the first time.

"We were following him, but without the omission of his Roma teammate he would have had to wait for another time," Prandelli said. "It's time to stop this type of football, made up of off-the-ball fights. All it is is a sign of weakness. And in any case my footballers know it: Whoever spits or reacts can't be in the national team. If they don't clean up their acts, they risk missing out on the Euros."

Arctic sea ice decline may be driving snowy winters seen in recent years

A new study led by the Georgia Institute of Technology provides further evidence of a relationship between melting ice in the Arctic regions and widespread cold outbreaks in the Northern Hemisphere. The study's findings could be used to improve seasonal forecasting of snow and temperature anomalies across northern continents.

Since the level of Arctic sea ice set a new record low in 2007, significantly above-normal winter snow cover has been seen in large parts of the northern United States, northwestern and central Europe, and northern and central China. During the winters of 2009-2010 and 2010-2011, the Northern Hemisphere measured its second and third largest snow cover levels on record.

"Our study demonstrates that the decrease in Arctic sea ice area is linked to changes in the winter Northern Hemisphere atmospheric circulation," said Judith Curry, chair of the School of Earth and Atmospheric Sciences at Georgia Tech. "The circulation changes result in more frequent episodes of atmospheric blocking patterns, which lead to increased cold surges and snow over large parts of the northern continents."

The study was published on Feb. 27, 2012 in the online early edition of the journal Proceedings of the National Academy of Sciences. The research was supported by NASA and the National Science Foundation.

In this study, scientists from Georgia Tech, the Chinese Academy of Sciences and Columbia University expanded on previous research by combining observational data and model simulations to explore the link between unusually large snowfall amounts in the Northern Hemisphere in recent winters and diminishing Arctic sea ice.

The researchers analyzed observational data collected between 1979 and 2010 and found that a decrease in autumn Arctic sea ice of 1 million square kilometers -- the size of the surface area of Egypt -- corresponded to significantly above-normal winter snow cover in large parts of the northern United States, northwestern and central Europe, and northern and central China.

The analysis revealed two major factors that could be contributing to the unusually large snowfall in recent winters -- changes in atmospheric circulation and changes in atmospheric water vapor content -- which are both linked to diminishing Arctic sea ice. Strong warming in the Arctic through the late summer and autumn appears to be enhancing the melting of sea ice.

"We think the recent snowy winters could be caused by the retreating Arctic ice altering atmospheric circulation patterns by weakening westerly winds, increasing the amplitude of the jet stream and increasing the amount of moisture in the atmosphere," explained Jiping Liu, a senior research scientist in the School of Earth and Atmospheric Sciences at Georgia Tech. "These pattern changes enhance blocking patterns that favor more frequent movement of cold air masses to middle and lower latitudes, leading to increased heavy snowfall in Europe and the Northeast and Midwest regions of the United States."

Diminishing Arctic sea ice can cause changes in atmospheric circulation that lead to a circulation pattern that is different than the "negative phase" of the Arctic Oscillation.

In addition to analyzing observational data, the researchers also assessed the impact of the diminishing Arctic sea ice on atmospheric circulation by comparing the results of model simulations run with different sea ice distribution. They ran one experiment that assumed seasonally varying Arctic sea ice and utilized sea ice concentration data collected between 1979 and 2010. Another simulation incorporated prescribed sea ice loss in autumn and winter based on satellite-derived Arctic sea ice concentrations.

The simulations showed that diminishing Arctic sea ice induced a significant surface warming in the Arctic Ocean and Greenland/northeastern Canada, and cooling over northern North America, Europe, Siberia and eastern Asia. The models also showed above-normal winter snowfall in large parts of the northern United States, central Europe, and northern and central China.

The consistent relationships seen in the model simulations and observational data illustrate that the rapid loss of sea ice in summer and delayed recovery of sea ice in autumn modulates snow cover, winter temperature and the frequency of cold air outbreaks in northern mid-latitudes.

Russia; Don't draw 'hasty conclusions' on Iran

Russia said Wednesday the world should not draw "hasty conclusions" over Iran's most recent rebuff of U.N. attempts to investigate allegations the Islamic Republic hid secret work on atomic arms, but the U.S. and its allies accused Tehran of nuclear defiance.

Under international pressure to show restraint, Israel, which has warned repeatedly that it may strike Iran's nuclear facilities, pointedly urged major world powers to mind their own business, saying it alone would decide what to do to protect the Jewish state's security.

France said Iran's continued stonewalling of the International Atomic Energy Agency "is contrary to the intentions" expressed by Tehran in its recent offer to restart talks over its nuclear activities.

In Washington, White House spokesman Jay Carney said while world powers have not yet reached a decision on those talks, Iran's refusal to cooperate with the investigation "suggests that they have not changed their behavior when it comes to abiding by their international obligations."

The IAEA's acknowledgment of renewed failure came early Wednesday at the conclusion of the second trip in less then a month aimed at investigating suspicions of covert Iranian nuclear weapons work. The IAEA team had hoped to speak with key Iranian scientists suspected of working on the alleged weapons program, break down opposition to their plans to inspect documents related to nuclear work and secure commitments from Iranian authorities to allow future visits.

But mission head Herman Nackaerts acknowledged his team "could not find a way forward" in negotiations with Iranian officials. A separate IAEA communique clearly ? if indirectly ? blamed Tehran for the lack of progress.

"We engaged in a constructive spirit, but no agreement was reached," it quoted IAEA chief Yukiya Amano as saying.

As on the previous visit that ended in early February, Iran did not grant requests by the IAEA mission to visit Parchin ? a military site thought to be used for explosives testing related to nuclear detonations, the statement said

The statement also said that no agreement was reached on how to begin "clarification of unresolved issues in connection with Iran's nuclear program, particularly those relating to possible military dimensions."

The Washington-based Institute for Science and International Security said Wednesday it had new indications of hidden weapons work by Iran.

ISIS said that a cache of telexes to Western high-tech companies from the Physics Research Center in Tehran shows that from about 1990 to 1993, the center sought to purchase equipment and materials that could have been used in weapons research and development.

Tehran has acknowledged that the Physics Research Center in Tehran conducted nuclear-related research, but said the center's work was limited to efforts to prepare Iran's military and civilian population for dealing with a nuclear strike.

Iran insists it is using nuclear energy only to generate power, and Supreme Leader Ayatollah Ali Khamenei proclaimed Wednesday that possession of atomic arms is a sin as well as "useless, harmful and dangerous." Iran asserts that the allegations of secret work on developing nuclear arms are based on fabricated U.S. and Israeli intelligence.

But in a 13-page summary late last year, the IAEA listed clandestine activities that he said can either be used in civilian or military nuclear programs, or "are specific to nuclear weapons."

Among these were indications that Iran has conducted high-explosives testing to set off a nuclear charge at Parchin.

War games and warnings
The IAEA trip and its aftermath was accompanied by renewed saber-rattling by Iran and Israel.

Iranian Gen. Mohammed Hejazi, who heads the military's logistical wing, warned that Iran will "not wait for enemies to take action against us."

"We will use all our means to protect our national interests," he told the semiofficial Fars news agency.

His comments followed Iran's announcement of war games to practice protecting nuclear and other sensitive sites, the latest military maneuver viewed as a message to the U.S. and Israel that the Islamic Republic is ready both to defend itself and to retaliate against an armed strike.

Israel and the U.S. have said military force remains a last-ditch option to stop Iran from developing a nuclear weapon, but while Washington has recently tamped down its rhetoric ? and is thought to be urging Israel to practice restraint ? the Jewish state remains bellicose.

Russia, too, warned Israel against the consequences of attacking Iran, with Deputy Foreign Minister Gennyadi Gatilov telling the ITAR-Tass news agency Wednesday that such a strike "would be a catastrophe not only for the region but for the whole system of international relations."

But Israeli Foreign Minister Avigdor Lieberman rebuffed both Washington and Moscow, telling Israel's Channel 3 TV news the issue "is not their business."

"The security of the citizens of Israel, the future of the state of Israel, this is the responsibility of the Israeli government," he said. "We will make the best decision for the Israeli interest."

Shannon Kile, head of the Nuclear Weapons Project at the Stockholm International Peace Research Institute, warned the risk of military conflict was rising ? and not necessarily through the threat of direct Israeli attack.

"There is an escalation dynamic under way, especially in the Persian Gulf, where you could have a conflict arising from an accident, a misunderstanding, from a local commander acting on his own initiative and I think that's the problem," Kile said.

In Paris, Foreign Ministry spokesman Romain Nadal said Tehran's continued stonewalling of the probe, now in its fourth year, "is another missed opportunity for Iran" to ease suspicions about its nuclear goals and reconcile with the rest of the world. Nadal said Iran's refusal to cooperate on the issue "is contrary to the intentions" of Iran's recent offer to restart nuclear talks after a series of abortive meetings over the past two years.

German Foreign Minister Guido Westerwelle said Iran's intransigence "is the path the leads to further international isolation." But German officials were cautious when asked about the possibility of imposing yet more sanctions against Iran in response to the latest setback.

Britain, which would join the U.S., China, Russia, France and Germany in any nuclear negotiations with Iran, said it wasn't yet clear what impact the IAEA visit's failure might have on the international community's response to Tehran's recent offer of renewed talks.

"We share the IAEA's disappointment. The IAEA genuinely wants to make progress and we want the Iranians to engage in meaningful talks," a spokesman for Britain's foreign ministry said on customary condition of anonymity in line with policy.

Russia urged renewed efforts to engage Iran on its suspected secret nuclear work.

"We must not make hasty conclusions," Gatilov, Russia's deputy foreign minister, told reporters, calling for the IAEA to "continue contacts" with Iran on the issue.

The IAEA said no further talks were planned for the moment. But Iran's envoy to the IAEA, Ali Asghar Soltanieh also said "more time was needed" for final agreement on the issue.

Divers in Italy report finding 4 more ship bodies

(AP) ? Italian authorities say divers searching the capsized Costa Concordia have found what appears to be four more bodies on the cruise ship.

The civil protection agency, which is monitoring the operation, said the bodies were found Wednesday but it will take some time before they are recovered.

The Concordia struck a reef near the Tuscan island of Giglio on Jan. 13 and capsized. Seventeen bodies from the ship have been found and 15 others listed as still missing.

China's unofficial lending falters, savers protest

(AP) ? Ms. Zhang, a schoolteacher in the central city of Anyang, lent $43,000 last year to entrepreneurs who couldn't get loans from state banks. Now as growth cools and Beijing cracks down on informal credit, Zhang and thousands of other small lenders are unpaid and angry.

Underground lending by ordinary Chinese like Zhang flourished over the past decade, providing trillions of yuan (hundreds of billions of dollars) needed by private companies that create China's new jobs and wealth.

Its popularity reflects public desperation for an alternative to China's banks, which pay low deposit rates that fail to keep up with inflation and channel savings to government companies.

But the high cost of underground credit ? interest rates of 70 percent a year or higher ? and a slump in global demand caused a wave of business failures last year, prompting owners in cities such as Wenzhou in the southeast to flee.

The shockwave is now hitting the Chinese savers who put up money for those loans. Protests erupted in Anyang and other areas as lenders demanded officials get back their money.

"We have no other investment options and bank interest rates are too low," said Zhang, who asked not to be identified further. Hopes of getting back the 270,000 yuan ($43,000) she lent are pinned on the courts so long as the government is willing to let a case proceed.

Rising defaults threaten to aggravate social tensions as the Communist Party tries to enforce calm ahead of a once-a-decade handover of power to a younger generation of leaders due late this year. The public already is fuming over inflation, corruption, product safety scandals and pollution.

Leaders including Premier Wen Jiabao, the top economic official, have repeatedly promised more credit for small companies. But most loans still go to state enterprises that have close ties with banks and form the power base of officials. Experts say there have been slight improvements but the situation hasn't changed fundamentally.

"It always has been hard for small Chinese companies to borrow money from banks," said Guo Tianyong, director of the Banking Research Center at Beijing's Central University of Finance and Economics. He said the situation has worsened in the past year.

Entrepreneurs were struggling with slumping global demand when Beijing clamped down on a credit boom to cool its overheated economy. State banks cut the small amount of private sector lending they were doing while continuing support to state industry. Private companies failed and the survivors cut payrolls.

Only 19 percent of bank lending last year went to small businesses, while total loans fell 6 percent from 2010 to 7.5 trillion yuan ($1.2 trillion), according to the official Xinhua News Agency.

The underground credit market is estimated by China's central bank and private sector analysts at 2 to 4 trillion yuan ($325 to $650 billion), or as much as 7 percent of total lending. In some areas, informal lending exceeds that of official banks.

The communist government allowed it to grow over the past decade, apparently seeing it as necessary to support entrepreneurs.

Borrowers range from manufacturers and traders to real estate developers who want to evade credit curbs imposed to cool surging housing prices. Middlemen, some of them state companies, put borrowers in touch with lenders for a fee.

Yao Yafei, a manager of a chemical company with 20 employees in the central city of Linfen in Shanxi province, said it has used informal lenders since 2004. He said that in its latest round, the company borrowed 500,000 yuan ($80,000) in July and repaid it two months later with 2 percent monthly interest.

"Underground banking is popular here," Yao said. "They offer really good service and send the money to you just one minute after you ask. They even send the cash to your place if you want.

Beijing launched a crackdown as it tightened economic controls after the 2008 crisis.

Regulators started to worry about underground lending after high returns drew state companies and civil servants into the business, blurring the line between banks and informal lending, according to Guo.

"They could easily borrow from banks and earn a profit by re-lending the money," he said. "If a problem happened, it would become destructive."

In Zhejiang province on the southeast coast, an export center hit by an avalanche of bankruptcies, 11 people have been sentenced to death since 2009 on charges of "illegal fundraising," according to news reports.

Among them was a 31-year-old woman, Wu Ying, who once was praised by state media as one of China's most successful businesswomen.

The penalty prompted an outcry on Internet bulletin boards by people who said it was too severe. All death sentences must be confirmed by China's supreme court, but in an apparent effort to mollify critics, the court took the unusual step of announcing it was reviewing Wu's penalty "with care."

Across the country, borrowers have been arrested after failing to repay loans running to billions of yuan (hundreds of millions of dollars).

Ordinary Chinese savers still have powerful incentives to take part.

Banks pay 3.5 percent on deposits, while inflation stood at 4.5 percent in January and was as high as 7.1 percent in July. Food prices are rising by double digits, adding to the urgency of earning a better return.

Zhang, the schoolteacher in Anyang in the central province of Henan, said she lent money last March to five local companies after friends put her in touch with the owners. She said such arrangements have been routine in Anyang for more than 10 years.

"There were no problems in the past two or three years, so people believed they could make money from it," she said by phone from Anyang.

The borrowers paid 4 percent interest each month but when the six-month loan came due in September, they said they had no money left, she said.

"It was just gone," Zhang said.

Thousands of frustrated lenders in Anyang took to the streets on New Year's Day, demanding the government recover their money, according to Hong Kong news reports.

Police blocked some who tried to board trains to Beijing to complain to the central government and authorities in Anyang are investigating hundreds of people suspected of involvement in investment schemes.

The propaganda department of Anyang's Communist Party branch said investigators have detained 160 people and recovered 1.8 billion yuan ($290 million) out of 4.6 billion yuan ($741 million) sought by lenders.

Chinese experts and state media say small-scale informal lending is legal and the limits of what is prohibited are fuzzy.

Xinhua said in a Dec. 16 report that making a private loan directly to a borrower is legal, though courts will not enforce interest more than four times the rate charged by official banks.

"There were differences between illegal fundraising and private lending, but no distinct boundaries were drawn," said Guo. "It's still not clear where the boundary is."

Furthermore, God requires husbands to honor their wives as they would their own bodies and for wives to honor their husbands: No one abuses his own body, does he? No, he feeds and pampers it. That?s how Christ treats us, the church, since we are part of his body. And this is why a man leaves father and mother and cherishes his wife. No longer two, they become ?one flesh.? This is a huge mystery, and I don?t pretend to understand it all. What is clearest to me is the way Christ treats the church. And this provides a good picture of how each husband is to treat his wife, loving himself in loving her, and how each wife is to honor her husband (Ephesians 5:29-33, Message). Looking to God for the truth about marriage and living it out are the primary ways to conquer domestic violence in marriage. However, men or women who are unwilling to take this view of marriage, or who are hurt from past abuses and lash out at their spouses need professional help to overcome violent tendencies. Husbands and wives who are dealing with physical abuse in a marriage do not have to put up with the treatment. While God desires a whole, loving marriage union, he does not call for people to stay in a situation that is physically unsafe. This is not permission for the victim to hurt the perpetrator, but rather to protect themselves, remove themselves from the unsafe situation and trust that God will be the judge. Psalm 11:5-6 explains: -?the wicked and those who love violence his soul hates-?on the wicked he will rain fiery coals and burning sulfur; a scorching wind will be their lot.-? If you are the one who is a victim in your relationship take comfort knowing God loves you and values you and wants the best for you. Do not be afraid to speak out and reach out to people who can help you. Turn to family members, loving friends, and church staff to help you through this time, and know that you do not and should not have to go through this alone. If you and your spouse are willing to go to God as a couple to improve the marriage, do not try to do it alone. Because domestic violence can be such a dangerous issue, it is important to go to people who can walk through the reconciliation process with you. It is of the utmost importance to make sure you, your spouse and children are safe at all times, even if you are trying to work things out and repair a damaged relationship. While it is possible for God to work a miracle in an abuser?s life, the abuser must be willing to change and receive significant help and Biblical counseling to learn how to be in a healthy relationship. It is important to understand that abusers know how to use language to make the victims believe they are sorry and will change. Lawmakers move to cusp of deal on payroll tax cut (AP)

WASHINGTON ? Congressional leaders are gauging lawmakers' reactions to a tentative deal extending a 2 percentage-point payroll tax cut and extra jobless benefits through 2012, a pact bargainers reached after House Republicans conceded that the tax cut would not have to be paid for with spending cuts.

Both sides cautioned late Tuesday that the agreement was not final and still could be altered. If completed, final congressional approval was possible by Friday, which would be an election-year victory for President Barack Obama, who made the payroll tax cut a keystone of his largely ignored jobs creation plan in September.

House Republicans emerging from a closed-door meeting said reaction to the package was generally positive, with some saying it reflected a desire to avoid spending months debating an issue that cost them dearly last year. In December, the House GOP initially opposed a two-month extension of the tax cut and other benefits that were about to lapse, only to retreat under pressure from outside party leaders and conservatives.

"We've got to move onto another issue," said Rep. Dennis Ross, R-Fla. "I think that's what the mood is."

"I'd say most people are for it, at least accepting it," said Rep. Peter King, R-N.Y.

Republicans were determined that Obama not be able to claim that the GOP was standing in the way of a middle-class tax cut. They would rather spend the months leading up to the November presidential and congressional elections focused on GOP themes of opposing tax increases, higher spending and Obama administration regulations that they say stifle job creation.

The tentative compromise would extend through December the current 2 percentage-point cut in the usual 6.2 percent Social Security payroll tax deducted from workers' paychecks. That reduction, which saves $1,000 a year for families earning $50,000, would affect 160 million workers and would otherwise expire on March 1.

It would also prevent extra unemployment benefits for the long-term jobless from expiring March 1 and block a 27 percent cut in reimbursements for doctors who treat Medicare patients. Overall, the legislation would cost roughly $150 billion.

On Monday, House Republicans dropped their demand that the payroll tax cut ? totaling roughly two-thirds of the bill ? be paid for. The hunt for savings had been one of the chief hurdles in weeks of negotiation over the legislation.

Also excluded, aides said, was a collection of expiring tax breaks, largely for businesses buying equipment and other corporate expenses that had been sought by some lawmakers of both parties.

Participants said the Medicare payments to doctors would be paid for by reducing Medicare reimbursements to hospitals and by cutting in half an $8 billion program under Obama's health care overhaul aimed at battling obesity and smoking.

The unemployment benefits would be financed with a collection of savings that include government sales of parts of the broadcast airwaves to wireless companies and from boosting federal workers' contributions to their pensions.

Democrats were saying little publicly, and House Democrats planned to meet Wednesday to discuss the tentative plan.

In private, some Democrats called it a victory, pointing to the payroll tax cut and unemployment benefit extensions while heading off the GOP's earlier demand that the entire measure be financed with spending cuts and other savings. Others complained that the jobless benefit extensions were not generous enough.

Republicans claimed victory, too, noting their rejection of early Democratic efforts to pay for the payroll tax cut by boosting taxes on millionaires, and with jobless extensions that would be less than the 99 weeks under current law that Democrats wanted to renew.

Aides presented differing figures about how many extra weeks of coverage would be provided, but they roughly agreed that the current 99-week maximum would fall to around 73 weeks for most states. Republicans had wanted to cut the ceiling to 59 weeks.

Republicans abandoned provisions from a House-passed bill that would have required the jobless to pursue a high school equivalency degree to get benefits and let states require recipients to undergo drug testing.

They also dropped other House-passed language forcing low-income people to have Social Security numbers to get government checks by claiming the children's tax credit, a move that was aimed at illegal immigrants and caused a furor among many Hispanics.

Early Tuesday, Obama tried turning up the heat on Republicans to strike a deal.

"Just pass this middle-class tax cut. Pass the extension of unemployment insurance," he said at a White House appearance. "Do it before it's too late and I will sign it right away."

Many Jobs May Be Gone With The Wind Energy Credit

The wind power industry in this country has grown fast in recent years, but that could come to a screeching halt.

The industry depends on a federal subsidy to keep it competitive with other forms of electricity. It's a tax credit wind farms get for the power they produce. That credit expires at the end of the year, and it's not clear whether Congress will renew it.

The tax credit was initially created to encourage wind energy, since it is a clean and secure source of electricity. But these days the argument is all about jobs.

Tens of thousands of jobs depend on the tax credit, and it's not just the people who build wind farms. In recent years, wind turbine manufacturers have taken root in the United States. Now, 60 percent of those components are manufactured here, according to the American Wind Energy Association.

Take, for example, the Gamesa plant, which sprung up six years ago in a forlorn corner of Pennsylvania. Fairless Hills was once home to a massive U.S. Steel plant, with blast furnaces and millworks. Most of those facilities are now gone, along with many industrial jobs.

But Gamesa bought a cavernous building that U.S. Steel had abandoned, and turned it into a wind turbine manufacturing facility.

Plant manager Tom Bell leads us onto the production floor, which is more than long enough to host a football field. Red, orange and yellow cranes travel across the ceiling high overhead. They hoist pieces weighing up to 70 tons. This is literally a revival of heavy industry.

Workers are assembling the hearts of wind turbines, called nacelles. Those include a gear box, generator, transformers and wiring mounted on hefty pieces of steel and swathed in a fiberglass cover. The final product is hoisted on a rail car and set outside until it's shipped off to a wind farm somewhere.

Every day another nacelle rolls off the line. Every year the plant picks up the pace to produce them faster and more efficiently. A clock on the wall ticks down from 7 hours and 30 minutes, to keep workers on pace.

Bell says 175 people work here, including some who worked here when it was a steel plant.

Luis Figueroa was a successful general contractor until the recession hit in 2008.

"I definitely took a hit with my business," says the Puerto Rico-born supervisor. "I wasn't able to provide for my family the way I was in prior years. So I came in and applied. And I got the opportunity to work with the team."

Manufacturing jobs like this one, with good wages and benefits, are hard to come by.

"It's tough to find anything out there. I know," says Ryan Mannerz, who was hired when Gamesa first set up shop here. "My brother-in-law has been unemployed for a little while, and he can't find anything right now."

The Decision In Congress: Save Money Or Save Jobs

Gamesa also buys parts from suppliers in the area and across the United States, so it's not just about the jobs here.

And that's exactly the message the wind energy industry is taking to Capitol Hill. An industry-funded study concludes that 37,000 jobs will disappear without the tax credit for wind energy. That's almost half the jobs in the industry.

When the tax credit last expired in 2003, wind farms took a big hit. But in those days, the wind turbines were largely imported. Now, the domestic manufacturing industry is growing rapidly. And that changes the politics.

"I think the congressmen are getting it now," says David Rosenberg, a Gamesa vice president. "They understand that there are a lot of jobs involved. And in addition to jobs, there's also the concern about the loss of technology."

As the technology improves, wind becomes cheaper. Rosenberg says his company only needs four more years of tax credits, and it will be ready to compete without further federal help.

But opponents of the wind production tax credit say enough is enough.

"We're $15 trillion in debt," says Nick Loris at The Heritage Foundation. "We have a robust energy market. And electricity demand and the demand to transport our vehicles back and forth is always going to be there. And I think that profit motive is incentive enough."

He acknowledges that people will lose jobs if the tax credit goes away. And he also recognizes that wind competes with other subsidized forms of energy. But Loris says you've got to start cutting somewhere.

That said, the wind industry is now big enough that it's also garnering support from groups like the U.S. Chamber of Commerce and the American Farm Bureau Federation. So it's not clear what Congress will do: Save money or save jobs.
